Thomas Jefferson, James Madison and Alexander Hamilton agreed to the Dinner Table Bargain in 1790, which saw the new federal government assume all the states' debts in return for moving the new seat of government to the Potomac, and a similar compromise is needed now to address the burgeoning debt and deficits.
